Fram Rate Limiter V3 setting resets

Fram Rate Limiter V3 setting is not saved for "_GLOBAL_DRIVER_PROFILE (Base Profile)" and resets every time I restart the computer and the same thing happens if I set it in the Nvidia control panel. Do you know what could be causing it?
