WIP Closes #193

#196 should be merged first, but this PR updates the pallet_evm::Config to use a minimal precompile set. The base branch for this PR will be updated to main after that PR is merged.

This PR is required before #189 , which will add a custom precompile to swap the user's asset for GLMR to pay gas fees
