Add support for closedcaptions / subtitles

This should be completely achievable with just lua scripts.

We can port closedcaptioning script from Misery, which has a lot of this functionality built out already, and just adapt it to work with OXR.

• [ ] Port English/Russian closedcaption xml files from Misery
• [ ] Generate new closedcaption xml files for additional languages
• [ ] Update sound scripts to call closedcaption script

Officially supported languages: de, eng, es, fr, ita, pl, rus, ukr

Someone in OXR Gunslinger discord said they were able to install this with minimal hassle, might be good to look at this over using Misery's subtitle scripts.
