Update versions.env

UPDATE: Intel IAVF and MTL_VER=v25.09-nightly

• ADDED: Intel IAVF driver build, install and configuration. ADDED: Intel IAVF driver build, install and configuration in setup_ice_irdma.sh

• Set MTL_VER to latest one - v25.09-nightly MTL_VER=v25.09-nightly

• Update versions.env file not to be dependent Update versions.env file not to be dependent on other scripts
