gvapython & gstvideoanalytics give SIGGEV on cento-7 images

With OpenVINO 2021.4.2 & dlstreamer 1.5.3 & OpenCV (4.5.3-openvino-2021.4.2 version) Devtoolset-7 was needed to compile the analytics stack on Centos7. Eventhough it compiles successfully, runtime loading of lib fails for gvapython & gvavideovideoanalytics
