Installer - Enable multilanguage installer

Currently OpenVPN GUi is multi language.

It seems that installer of OpenVPN is mono language (english).

Could be possible to consider to enable multilanguage installer (using the same number of languages for the installer of GUI?

I have no idea whether it can be done with the toolchain we are currently using, but I guess "it could be done".

Someone needs to invest the time and find out how to do that, and send patches.

(Installer topics are better placed in the "openvpn-build" repo, as most of the "build an installer" activity happens there - I'm going to move it over, as soon as I find a way to do it, github won't let me right now)

As mentioned, the build scripts for the MSI installer live in repository openvpn-build, more specifically the windows-msi subfolder. See https://github.com/OpenVPN/openvpn-build/tree/master/windows-msi
