Make `vars` stackable

Source vars in the following order:

  • --vars=foo Only.
  • --pki=foo or default $pki/vars Stack up.
  • ./vars Stack up.
  • Other ?

Similar to git/config local/global.

This allows a $pki/vars to be sourced before a global vars..

As simple as this sounds, it is prone with unnecessary complication.
