Prevent “no matching selector” error in PDF file

PDF files need (and actually, support) no selector. However, https://github.com/OpenTermsArchive/contrib-declarations/issues/461 states that:

The provided selector "" has no match in the web page at 'https://developer.apple.com/terms/apple-developer-agreement/Apple-Developer-Agreement-English.pdf'

This should not happen.
