Feature: Dynamically apply the limit for ActionD params

someone should check whether that actually works for more people than myself.

the initalisation of free_parameters from action6.py is moved into ast/grf.py, after preprocessing the grf parameters is done.

i have not found any other places that could define grf parameters afterwards.

doc strings and comments still need to be adapted
