Issues with New-ComplianceTag

We are having an issue around the creation of retention label with a flow which is part of a solution. Given parameter to prodide the flow it just accepts the guid of a flow. When we are trying to add flow id of a flow which is part of a solution(managed), it throws and error, saying flow id does not exist. How to pass flow id of a flow which is part of a solution ?
