Survey data often comes with weights variables that represent frequency of observation. (see SCF https://www.federalreserve.gov/econres/scfindex.htm)

Describe the solution you'd like

Bootstrapping from survey data should allow weights to affect sample. Frequency weights should determine relative probabilities.
