ITS: Allow filtering resolved issues

This issue database already tracks thousands of issues, making it hard / time-consuming to search through existing reports. Tracking would be way more efficient if the ITS allowed filtering out reports of issues marked as resolved,

I do not know GitHub enough to tell if this is (about to become) possible, but I suppose in any case the best course would be to switch to a real ITS engine.
