Stabilize Filter is not applied when rendering to a file - in preview it looks fine

*** How to reproduce:**

  1. Add Video (FHD, 50FPS) to timeline
  2. Add Stabilze Filter, Standard Value
  3. Stabilized Video in preview looks great!
  4. Export to File (FHD, 50FPS)
  5. Final Video is not stabilized

Expected behavior: Stabilize Filter should be applied in renderd video like in preview

** Strange behavior: When changeing the framerate to 25fps for the video, the filter will be applied correct!!!
