Modify Global Registrar role

Business Requirement We need to modify the access rights of the Global registrar role to the following changes:

1. Hide configuration view in Registry for Global registrar
2. Remove ID distributor access rights to Global registrar
3. Remove Add to program button in Registry>select data>Action button
