Custom filter improvements
Describe the bug 2 issues to be resolved for this ticket.

Currently, the custom filters related to ticket 650 requires improvements to specifically target group or individual For example: Custom filters exclusive for individuals are also usable in custom filters for groups such as given name. family name, additional name etc.. Although note that using these filters to the incorrect target type(group/individual) do not return any results or any error. therefore it would be best to just remove these custom filters from the wrong target type.

If we fix issue 1, then entitlement manager from programs module will be affected. currently the custom filter is displaying all values for both group and individual. it should display custom fields dynamically depending on my selected target type
To Reproduce For issue 1: Login to an SPMIS instance as admin Go to Registry>Groups Click on the down arrow on the right side of the searchbar. Click on Add custom filter Notice that the custom filter values are common for both individual and groups target type.
For Issue 2: Login to an SPMIS instance as admin Go to Porgrams>Create a program Notice in the create a program modal, switching between target type, group or individual does not dynamically change the values within the custom filter for Eligibility criteria.
Expected behavior Dynamic display of custom filters for each target type Registry>groups/individuals. Dynamic display of custom filters within Programs>create a program> eligiblity criteria, for the chosen target type Screenshots
