No Global entitlement manager role available

Describe the bug in spmis configuration. there is no available global entitlement manager role to be assigned for entitlement approval after approving a cycle

To Reproduce Login on an spmis configuration using a program manager role. Go to programs and create a program in "Configure entitlement manager" tab, select the entitlement approver group. Notice there is no global entitlement manager

Expected behavior

1. Should have available Global Entitlement manager role
2. This role should be able to approve entitlements from approved cycles
3. This role should be possible to assign to user.
4. Only roles with appropriate/enough permission must be visible from select entitlement approver group dropdown.
