Describe the bug ID Print batch button is not present in the options under 'Action'

To Reproduce

1. Request ID for multiple individuals
2. Go to ID management and approve the ID requests
3. Once marked 'Approved', toggle on the checkbox of the individuals
4. Click on the gear icon/ Action button
5. ID Print batch button is not present - issue here

Expected behavior ID Print batch button should be present and users should be able to print ID in batch
