Describe the bug HQ validator for Change request can reject CRs that are not yet approved in Local level

To Reproduce

  1. Create a Change request in SP-MIS instance
  2. Do not validate in Local level
  3. Reject in HQ level - issue here: CR is rejected successfully

Expected behavior HQ validators should not be able to reject CRs that are not yet approved in Local level

Additional context We can disable the Reject and Validate buttons when CR is not yet validated in local level
