Create a base module for all g2p registry modules

Create a module named OpenSPP Registry: Base that depends on the following g2p modules

• G2P Registry: Base
• G2P Registry: Individual
• G2P Registry: Group
• G2P Registry: Registry

The purpose of this module is to have a single module where we can customize the Registry just like the spp_programs module for g2p_programs module
