Auto approve entitlements not working for farmer registry

Describe the bug Toggling the auto approve entitlement ON when creating a program does not work. Findings: QA passed for BOTH QA FARMER AND SPMIS instances QA FARMER Auto approve enabled should auto approve entitlements when approving cycle - pass image
