Unexpected error message appears upon approving a cycle in farmer-registry

Describe the bug While in 'to approve'' state of a cycle, approving it displays an unexpected error message. To Reproduce

1. Go to Farmer registry qa instance
2. Go to programs and select any of the programs
3. Create a cycle
4. click prepare entitlements.
5. Click on to approve button, notice upon clicking 'Approve' button, an error message appears.
