Enhance the program management targeting (custom filters)

In the "create program" wizard add the following:

• [ ] Add type of group in program targeting (Larger groups, cooperatives, etc.)
• [ ] Custom filters should be dynamic based on the target type (group or individual). Currently filters are the same for group and individual targets

In the registry UI:

• [ ] Add a way to define custom filters in the different farmer registry tabs that can be used in targeting criteria
• [ ] Allow editing of the custom filters
