Re-save of tailoring results in lose of extends attribute, which leads to fully specified profile within

If you save a tailoring file, it will be very small file, using extends to define only changes to extended profile.

If you open and save it again, new tailoring file does not utilize extends attribute anymore, and contains all rules, groups and values which are in the original profile. This results in:

1. larger file
2. possibly confusing diff between old tailoring and new tailoring file

Functionality shouldn't be affected.
