"save" button grayed out for new programs, even if the user is logged in

Describe the bug If you create or import a new program and then want to save it in the cloud, you will find that the "save" button is grayed out in the bottom of the screen, even if you are logged in.

To Reproduce Steps to reproduce the behavior:

1. Go to the Open Roberta Lab and log into any account
2. Create a new program or import a program
3. See that the save button is grayed out.

Expected behavior The button should be clickable, equivalent to the "save as ..." function in the edit menu, if the program was not saved in the cloud yet.

Additional context This is maybe a feature request, but it is not the expected user behavior, which is why i added it as bug report.
