Implement the TVM signaling systems

Description and goal

We should support the TVM signaling system

• [x] Do it on the import side too
• [x] Implement the TVM 300 signaling system
• [ ] Implement the TVM 430 signaling system
• [x] (MAYBE) add a way for conflicts to take the train speed into account
• [x] Refactor the bloc construction algorithm and the color determination (for the spacetime chart)
• [ ] Fix the stuff that will may break (this is the first system with many blocs of "lookahead")
• [x] Display the signals on the map

Acceptance criteria

We can detect conflicts on TVM systems and show the occupation on the STC
