.park conversion

this will convert some of the OpenScenarios to .park files with minor changes. Fixes https://github.com/OpenRCT2/OpenScenarios/issues/12

the nonpark scenarios were moved from Scenarios to scenario. I made these .park files around a year ago by opening the parks editing the scenario options and resaving them. They need to be tested to see if I overlooked something. No scenery, objectives, ride selection, or money was touched.

Can you make the PR just about fixing the issue? I think park conversion we can do later on, specially because every now and then the park format evolves

I can change this PR to just fix power park I suppose.
