Consider merging the flag artwork.
In RA2, the flag artwork is basically the same flagpole with different animations played on top. We can save space on the spritesheet if we just use one of the pole files as a shared one between them.
Seems like a lot of effort for very little gain. Why do we need to save space on the spritesheet?
This probably doesn't have much effect anyway now that upstream got the batch-render enhancement. Still, decreasing sheet amount would be good since RA2's using more sheets than even TS, although IIRC only a single sheet can be saved this way.
