Placed concrete not drawn under fog

it is possible to place 2x2 concrete, then some part of it visible, and some part is hidden under fog:

in this situation, after placing concrete, part hidden under fog don’t redrawn:

But, then you make it visible, concrete is in place:

Need to draw it correctly under fog after it is placed.

IIRC D2k has the same issue.
