Add a minimal iso9660 package reader
This allows mods to read assets directly from an iso file. This will be used initially as part of the new TDHD content management system, which will hopefully make its way upstream in Next + 1.
For the testcase, download the GDI disc from https://cncnz.com/features/freeware-classic-command-conquer-games/ and place it in ^SupportDir|Content/cnc (optionally move/delete the existing content if you want to be sure it isn't somehow being used). Optionally also download the Nod and Covert Ops discs to enable the Nod videos and expansion music.
