Add support for custom smudge smoke offset and add flame spawns to RA/TD
This was mostly inspired by the smoke left by the exploding oil derrick on RA shellmap looking too orderly and disappearing too fast, as well as flamethrowers spawning no flames on projectile impact.
This is a big polish improvement, specially for nukes.

Some of the overlaps here might need a bit more tweaking?
I hope that this PR finally implements the proper trail of fires caused by the effect of flamethrowers.
It would also polish our Red Alert Tesla weapons. Infantry zapped by them are not just going be burned to ash, but would also leave a small fire indicating that the burning to ash was caused by a Tesla weapon.
