License of imagetoraster

In filter/imagetoraster.c there is ASL 2.0 Licence, but in COPYING file GPLv2. What is correct?

This is messy and will get fixed with the cups-filters 2.x release. Then all will be under Apache 2.0 witl GPL exception, the same license as CUPS.
