Download of dialect packs fails on macOS when running CI

Lemmatization tests on Travis CI succeeded on Windows and Linux, but failed on macOS.

And same results for Azure Pipelines but AppVeyor passed.

This problem occurred again, this time for macOS on Github Actions. I have no idea about the root cause, but I guess it is simply a network error. Is it possible to skip the checking of dialect pack when there is a network error?
