Contours on top of black lines (ISSprOM)

Steps to reproduce

Using ISSOM 2019 1:4000 symbol set

1. Draw line with 505.1 or 505.2 or 501.6-9
2. Draw contour over top

Actual behaviour

contour is on top of black edge

Expected behaviour

contour under black edge

Mapper Version: 0.93 & 0.94 Operating System: Windows

This is not a bug. This is a feature. There is not an easy solution. See #972 #1813

Looking at the color order table in "IOF Map Specifications Printing And Colour Definitions A4 2021" PDF, it appears that the "Actual behaviour" above is correct. Brown 100% is above Black for road outline (in the ISSprOM 2019 column). This table covers all the standard map types. Do we have symbol sets that follow these orderings. If not, I might try to create a couple and see what breaks.
