Notify logged-in users of recent changes on first visit after a release

What would you like to see added?

The latest release includes schema validation for all datasets and sharing datasets by ORCID, two features of general interest, but the only indication unless you actually access the features is the updated version at the bottom of the web page.

Might be nice to have some kind of notification for recent versions, e.g.:

• 2024-11-13 (4.29.0)
  • New datasets will be validated with the updated BIDS Validator, supporting BIDS 1.10.0
  • Datasets may be shared with other users by ORCID as well as email
  • The NeuroSift Viewer is used to display EDF- and NWB-formatted electrophysiology data
• ...

This would imply implementing a changelog, but that would also be useful for things like grant progress reports. We don't need to be microscopically detailed, but things of broad user interest would be good.
