Concept DOI to reference multiple versions of a dataset

Is your feature request related to a problem? Please describe. There's sometimes a need for a permanent reference to all versions of a given dataset, rather than a specific version.

Describe the solution you'd like Currently we mint a DOI for each version created. In addition, we should create a DOI for the dataset as a whole when the first version is created. This will link to a page showing a listing of versions and the DOI for each version. This way it is clear the DOI used did not refer to a specific version.

These will be OpenNeuro only, not added to the dataset itself. If that's desirable for a particular dataset, it should be added to the dataset itself.
