GitHub export is not retried if git-annex branch push fails

Describe the bug Looks like this was just an intermittent failure somewhere between OpenNeuro and GitHub, we should automatically re-attempt the push instead of just logging the failure. ds003521 was an affected by this issue.

To Reproduce This seems very intermittent, we haven't had other pushes of large git-annex branches failing with a connection closed error.
