Validate S3 ACL after export

Is your feature request related to a problem? Please describe. Run into this a few times, #2025 is an example. The S3 export reports it was successful but some files are missing the public ACL.

Describe the solution you'd like After an S3 export, check that the ACL for S3 objects is correct and repair if necessary.

Describe alternatives you've considered We could also scan all public datasets and repair on a schedule.

Seeing this despite recent upgrades to git-annex, need to debug further.

Still seeing this on latest git-annex, we should at least set the ACL following each export to reduce the frequency of this issue.

ACLs are now disabled and this is no longer relevant.
