Allow transfer of dataset uploader / owner role

is it possible to change the owner of a dataset once it’s uploaded?
We should add an API mutation for this since it requires a few coordinated database updates. Maybe some UI? Not sure how common the use case is.
This role is more like primary dataset admin but it is named uploader as there currently isn't a way to reassign it.
For attribution reasons, would it be reasonable to split the role into "Uploader" and "Owner", the latter of which can be transferred? Or would that be a major overhaul?
I agree that's a better way to organize it in the long term
