Allow description per security group rule

Description

It will be nice if you could add a brief description of what you are filtering on each security group rule.

Use case

I need this feature to clarify what service is being filtered per security group rule. It will help the sysadmin/netadmin or cloud admin to let them know which ports are filetered per service.
