Cold migration across clusters

Description

OpenNebula clusters have their own datastores and virtual networks. Hence, migrating to and from them is not allowed currently:

disks need to be undeployed, copied to a target datastore NICs need to be detached and attached in the target vnet This needs to be orchestrated, and there are no components at the moment that can handle this.
