Clock icon is missing in Charter column in RSunstone

Description When VM has actions defined a clock icon is expected to appear in VM menu in Charter column in RSunstone (Admin view in RSunstone -> Instances -> VMs -> Charter column).

To Reproduce Instantiate VM. As soon as it reaches the status RUNNING define actions for it (Admin view in RSunstone -> Instances -> VMs -> Select certain VM -> Actions tab -> create an action. Go back to Instances -> VMs and check for clock icon in Charter column (it is missing). charter_one-682_marked

Expected behavior At least in 5.12 version such clock icon is present. Charter_one-512
