[RSunstone] Add --force option to OneFlow Service Recover

Description

In order to recover a OneFlow service, Sunstone presents an Action Button. This button sends a flat Recover order, and it is not possible to specify the --force option, which is needed for some service transient states

Use case

Recover a service in FAILED_DEPLOYED.

Interface Changes

Add a modal dialog containing the name of the service and an optional checkbox for --force.
