oneacct show zero NETRX and NETTX

Description Bug introduced by new monitoring system in 5.12 release. The history records doesn't contain monitoring data, so command oneacct show all NETRX and NETTX 0.

To Reproduce Deploy VM, call oneacct

Expected behavior Real values for NETRX and NETTX

Additional context Possible solution monitord find last VM history record and updates the monitoring section.
