ONBS freezes when parsing a nbs file without optional data

Describe the bug OpenNoteBlockStudio freezes when trying to read a nbs file where the optional data (Part3/4) is missing. Per specification it should be possible to not write those parts and it should still be parsable.

To Reproduce Steps to reproduce the behavior: Try to load nbs file where optional data part is missing (Test file)

Expected behavior

I expect ONBS to load the file.

I got the same bug when excluding the custom instruments. It works when I added it.
