Bigquery testing with syncing and in-memory python

Attempting to close https://github.com/OpenMined/Heartbeat/issues/1773

To prioritize testing BQ flow:

  • Top priority is in-memory workers, no syncing: Completed before, use tox -e syft.test.notebook.scenario
  • Second priority is in-memory workers, with syncing: This PR
  • Third priority is containers, with syncing: Currently containers without syncing is started in this PR but can increase scope to also incorporate with syncing.
