Adding Pydoclint and upgrading code docstrings to Google standard

PR shelved for urgent priorities. Pending items:

  • Fix the style errors in packages/syft/tests/ and packages/syftcli
  • Test if docstrings are enforced

Merge dev with care, will create conflicts.
