Argmax/Max SMPC

Description

• Add argmax/max SMPC functionality
• For the moment if there are duplicate max values the results might be incorrect
  • For this it might be required to take the first seen max/argmax value

Affected Dependencies

• The sum method from the Passthrough Tensor

How has this been tested?

• Using a jupyter notebook
