Remove unnecessary ascii reports in favor of the new HTML based reports.

Proposed feature.

The ascii constraint summary and linkage report that are sent to standard output are no longer necessary. The former is replaced by the OpenMDAO opt_report.html and the latter by the Dymos linkage_report.html in the reports directory.
