Update mass report to use SAWE RP-8 standard

Desired capability or behavior.

Current mass report is a placeholder regurgitation of some relevant outputs. The report should be updated to use the mass categories in SAWE RP-8. Additional post-mission components or code in the reporting function might be needed to sum and re-organize the mass outputs for FLOPS and GASP into the categories used by the standard.

The updated report should be moved to the MassBuilderBase class instead of the CoreMassBuilder, so it is more easily accessible to non-core Aviary mass estimations.
