aviary plot_drag_polar command does not work

Description

When one run aviary plot_drag_polar on the command line, it pops up a new window and prompts for a drag polar .csv file. No matter that the user selects, the window disappears. We need to make sure that this utility works.

Example

Try to use utils/test/data/test_drag_polar_data.csv as an example.
